Because the old system contains business rules nobody documented, and a full rewrite discovers them by failing in production. Phased replacement is slower to start but far less likely to disrupt operations.

It varies enormously with system size and how much logic is undocumented. The assessment phase exists to answer this properly, and it is deliberately priced as a standalone piece so you can get a real number before committing to a build.

That is the common case. Assessment works from the system's behaviour, database and any available source rather than depending on the original author. It takes longer, and it is entirely possible.

Frequently the right answer. If one component causes most of the pain, replacing that and integrating with the rest costs a fraction of a full rebuild.
